Finnish Ontology for Public Administration Services (JUPO)

The Finnish Terminology Centre TSK was assigned the constructing of an ontology which connects to the JHS 145 User oriented service directory in the public services -recommendation.

The ontology aims to facilitate web searches from the sites of different public administration organizations. The ontology will be based on the Finnish General Upper Ontology YSO. Some 1,800 concepts related to public administration will be incorporated into the YSO.

The following actors are represented in the JHS 145 workgroup: Aalto University, Affecto, Association of Finnish Local and Regional Authorities (ALFRA), the City of Espoo, the City of Helsinki, the City of Kuopio, the City of Vantaa, National Institute for Health and Welfare, Proactum, and the State Treasury. In addition, other specialists from various fields will join in the construction of the ontology.

The project was initiated in autumn 2010. The first versions of the recommendation and the ontology are supposed to be completed in spring 2012. In the first stage of the project the ontology will be constructed in Finnish.
