The Terminological Vocabulary of Kela – Health-related concepts, 2nd edition (TSK 44)

In 2007 Kela (the Social Insurance Institution of Finland) and the Finnish Terminology Centre TSK initiated a joint terminology project whose aim is to improve communication and electronic data exchange between Kela and its partners by harmonizing and establishing the terminology related to social security provided by Kela. The result of this work is the Terminological Vocabulary of Kela, which will be gradually expanded and updated. The Terminological Vocabulary of Kela – Health-related concepts (TSK 41) was published in 2010. This 2nd edition replaces it. The vocabulary covers health insurance (e.g. sickness allowances and reimbursements for medical expenses under the Health Insurance Act), disability benefits and services, rehabilitation organized and reimbursed by Kela, and some concepts on national pension.

The Terminological Vocabulary of Kela describes the Finnish social security system from the point of view of legislation. The vocabulary is aimed at experts, who need to know the recommended social security terms used in connection with Kela and their meaning. The vocabulary is a great tool e.g. for law drafters, PR officers, editors and translators. The vocabulary can also be used to support data management and help to develop retrieval, transmission, archiving and modeling of data.

The Terminological Vocabulary of Kela contains information on about 320 concepts in term records and concept diagrams. The concepts are defined and given Finnish and Swedish term recommendations. The relations between the concepts are illustrated with the help of concept diagrams.

The foreword, instructions, definitions, notes and concept diagrams, pension concepts excluded, have been translated into Swedish and added into this 2nd edition. The concept descriptions of national pension concepts will be translated into Swedish later when other pension concepts are added into the vocabulary. Chapters on international health care and interpretation services for persons with disabilities have also been added in this edition. At the same time the vocabulary has been updated. This updating will continue with the other benefits provided by Kela. These benefits are other pensions, housing benefits, financial aid for students, benefits for families with children, conscript's allowance and unemployment security.

The Terminological Vocabulary of Kela was published on the web site of the Finnish Terminology Centre TSK and of Kela in PDF format, and the information contained in the vocabulary was also available through the Terminology Centre's term bank TEPA before the next edition of the vocabulary (The Terminological Vocabulary of Kela – Benefit-related concepts, 3rd edition (TSK 46)) was published in 2014.
